At GEDCO, we believe that Baltimore’s older adults (55+) and seniors (62+), regardless of their incomes, should have access to the highest quality of housing with supportive services. We accomplish this through our housing communities of Gallagher Mansion, the Green House Residences, and Stadium Place, and additionally through our activity centers of Harford Senior Center and the Senior Network of North Baltimore. We also offer housing and support for people with disabilities over the age of 55 at Epiphany House.
All individuals should be able to lead meaningful and engaged lives. Our goal is to enable older adults and seniors in Baltimore City to be able to age and grow in community and with dignity.
Why Older Adults and Seniors?
Of the many individuals overlooked and without a voice, older adults and seniors are the largest in our community, and as Baby Boomers age, are becoming larger. There are many struggles which older adults and seniors can encounter including abuse, dementia, physical disabilities, diversity/minority issues, income insecurity, and more.
What Can GEDCO Do?
Through housing with supportive services, GEDCO is able to create stable, engaging and meaningful homes for older adults and seniors. Our full time staff and supportive services include Activity Coordinators, Service Coordinators, medical care staff, transporation, Eating Together lunch programs, fresh and discounted/free produce, and so much more. By growing our housing communities, we hope to be able to reach a larger population of individuals who are truly in need.

GEDCO’s Gallagher Mansion serves older adults, ages 62 and older, by providing an active, safe living community with supportive services.
In 1997, GEDCO received a Preservation Project Award from the Maryland Historical Trust “for its perseverance in returning Gallagher Mansion, a beautiful 1855 Baltimore villa…to its prominence in the Govans neighborhood.”
- Residents age with dignity and live full, active lives through the assistance of a Service Coordinator who coordinates resident access to a shuttle bus, manages links to information and resources, and assists residents in organizing activities and programs of interest such as community parties, afternoon teas, and a garden club.

Stadium Place is a national exemplar community that serves over 425 older adults (62+) with mixed incomes by providing housing with supportive services. GEDCO serves as the master developer and has invested approximately $50 million in this unique redevelopment project through support from various public and private partners and investors. These supporters include the State of Maryland, Baltimore City, Enterprise Homes, The Harry and Jeannette Weinberg Foundation, Inc.,Presbyterian Senior Living, and the U.S. Department of Housing and Urban Development.
Stadium Place sits on the site of Baltimore’s former Memorial Stadium.
Residents offer to assist one another with daily chores, errands and tasks through our Neighbor Helping Neighbor Program.
A Services Coordinator and Volunteer Coordinator form meaningful relationship with residents and work with residents to coordinate activities and programs such as resident councils, birthday and holiday parties, trips, game nights, bingo, craft club, etc.
Service Coordinators also provide assessments, orientations, assistance with social service concerns, and on-going linkages to community services for residents.
The Eating Together in Baltimore program coordinated by the Baltimore City Commission on Aging and Retirement Education is offered daily on weekdays.
A weekly shopping shuttle and planned trips managed by Action in Maturity are offered to residents
A Geriatric Physician and a Doctor of Podiatry are available for residents on campus to provide services in a medical suite and/or in the apartments.
Amenities & Features
Stadium Place features a full service Y of Central Maryland; a “Community-Built Playground”; The Harry and Jeanette Weinberg Green House Residences, a residential, long-term care home and short-term rehabilitation center; and ThanksGiving Place, a small meditative park with a labyrinth that reflects the faith-based partnerships that sponsor Stadium Place.
Residents live in one of four high-rise apartment buildings that have private, independent, and spacious rooms.
Each of the apartment buildings at Stadium Place contains a special amenity such as a mini-movie theater, a convenience store, a beauty salon, and/or a computer lab.

Harford Senior Center
GEDCO’s Harford Senior Center serves over 450 adults by providing activities and programs which allow members to remain active and independent. Something is always happening at the center- from education and health seminars, to line dancing, to planned trips- and we are always having fun! As the operator of the Center, GEDCO seeks to increase the quality of life for older adults, while also promoting self-reliance, dignity, and hope within the surrounding community.
Upon recognizing GEDCO’s commitment to and success with older adults, the Baltimore City Health Department Office on Aging and CARE Services asked GEDCO to begin operating the Harford Senior Center in July of 2012.
There is a regular schedule of activities such as aerobics/fitness, arts & crafts, bingo, bible study, computer classes, jewelry making, line dancing, monthly trips, and more.
Through the Eating Together in Baltimore program, a daily lunch with nutritious meals and companionship takes place.
The center features a medium-sized banquet hall and a large kitchen, available for rental.

Senior Network of North Baltimore
The Harry and Jeannette Weinberg Senior Center is home of GEDCO’s Senior Network of North Baltimore and serves older adults by providing social activities, exercise programs, health classes, information services, recreational activities, and referrals that allow members to remain active and independent. The diversity of our center is evident in the activities we provide-there is something for everyone! Programs are enhanced by our partnerships with other organizations.
SNNB has been a part of the north Baltimore community for many years, and works in partnership with Govans Presbyterian Church. The center engages more than 500 older adults annually.
There’s always time to be social with us at the center during bingo, planned trips, knitting class, language classes, computer classes, Bible study, book club, Reminiscing Group, Bridge Club, arts and crafts, wine and cheese parties, Friday lunches, movie times, ice cream socials, and games and trivia!
Keeping the body healthy is important to us here at the center, and we do so through chair exercises, aerobics, line dancing, tai chi, and zumba classes, as well as through flu shots, blood pressure testing and vision/hearing screenings.
Referrals to outside resources always are available at the network, especially for legal services, housing, in-home care, food pantries, financial assistance, eldercare locators, health agencies, and transportation. We provide these referrals through our continued relationships with University of Maryland pharmacists, the Good Samaritan Hospital, an I&A Specialist, the Maryland Energy Assistance Program, Medicare and Medicaid programs, nutrition assistance, and more.
